Purchasing ICT can use some BVP

Best Value Procurement (BVP) is a purchasing method in which the client deals with the supplier that delivers the highest value at the best price. The method shows good results, particularly in large, unique and (technically) complex projects.

The application of BVP for the procurement of complex ICT projects is therefore obvious. Supply Value and Radboud University Nijmegen investigated how the application of various elements of BVP within European contracted ICT projects has a positive effect on the performance (turnaround time, costs and customer satisfaction) of these projects.
